 I propose the investigation of a failsafe emergency system for SE that would protect crew, climbers and potentially ribbon in the event of a LEO ribbon severing.  This would be achieved through the use of a ribbon deployable reflector mechanism and collections of ground basedlasers to support the hardware in the event of catastrophic sever.  Given the relatively narrow range (400km - 3000km altitude) of a likely LEO sever, a limited number of deployable reflectors could effect a SE ribbon backup system.
    The reflectors could either make use of (1) laser ablative material or 

(2) laser photonic pressure to achieve the lift to ensure the safety of the crew and hardware. The key issue would be the development of a long lasting lightweight laser ablative with sufficient thrust capability to achieve the objective. Alternatively, the photon pressure could be employed when the price-performance of megawatt lasers drops below a tipping point to enable the economic feasibility of such an undertaking.

   Optimally, the lower ribbon could be suspended for a long enough duration to be re-attached with the upper ribbon portion, which could be held down by the

application of a similar system only inverted to deploy beams down from GEO to a reflector above the sever point. The power of the beams could be adjusted to enable an intercept and eventual fusion of the two ribbon segments. Given the ribbonmass requirements, nanotech robots would most likely be used to effect the fusion of CNT composite materials.

    This investigation would be advisable in light of the extreme cost of the

SE assets and the likelihood of an eventual ribbon severing in LEO. Even if the normal operation of SE poses little threat of sever, unexpected solar events like a coronal mass ejection intersection with earth's magnetosphere could make a sever much more likely due to the attendant variations of trajectories of LEO objects. The additional costs of such a system would only be more lasers of the kind to be developed in any event for the power beaming app. The benefit would obviously be the protection of life and expensive hardware even in the event of catastrophic failure.
